Lots and lots of news this month! Not all of it is super in-depth, but at least there is some good news for lots of locations. I’m just hoping all of these locations actually happen because several of them are in locations where I know there is much anticipation for a Costco.
Raritan Township, New Jersey
After a few delays, it looks like the site work is finishing up and the actual construction of the new 150,000 square foot Costco in Raritan Township is getting closer to starting. The permitting for the warehouse and the gas station still needs to be approved though. There are still a few issues apparently to work out before permits for the gas station will be granted, but everything should be in order for the warehouse. This is a location that was supposed to be practically open by now, but hopefully it will be open by Spring 2016, though I have heard August 2016 is the target.
Teterboro & Hackensack, New Jersey
The new Costco in Teterboro opened last week on October 14. This was actually a relocation of the store that was previously located in Hackensack. The old store in Hackensack is getting a new purpose though. It will be re-opening in January 2016 as a Costco Business Center. This store will join the 10 other Costco Business Centers around the US. These stores are open to all Costco members but are really geared toward small businesses with a very different inventory, more office supplies and furniture and items like that.
East Lyme, Connecticut
I’ve had a lot of emails from people about the East Lyme location, so it’s good to seem some positive movement with it. Costco has now signed a lease with the developers of Gateway Commons and plans to open by 2017. The new Gateway Commons, located on Interstate 95 by Exits 73 and 74, will be a mixed use commercial and residential development. This is a project that has been kicking around for a long time, the plans were originally approved years ago before the economy took a dip in 2008. All that has been completed at this point are 280 residential rental units. No final plans have been submitted yet for the commercial portion of the development, which is obviously where the Costco will fit into the plans. However, the developers have permission for 425,000 square feet of retail space with one big-box anchor store and up to five small-scale anchor stores. There are DOT changes that will be made an overpass at I-95 Exit 74 that will eventually be carried out, probably next year, but until then the development has an interim plan to locate the Flanders Road entrance to the commercial development south of the originally planned location and closer to the existing Exit 74 exit which will allow Costco to open. Hopefully things will keep moving along on this project.
Grand Chute, Wisconsin
Everyone seems to be working hard to insure that the new Costco location in Grand Chute will be all setup for it’s grand opening next Month. The new store is located at 5401 W. Integrity Way in Grand Chute and will be opening on November 7, so be sure to add it to your calendar!
It seems like after years and years and years of discussion and arguing, the new Napa Pipe development is taking a big step forward. The Local Agency Formation Commission voted this week to put the 154-acre Napa Pipe property into the city of Napa’s sphere of influence for annexations. It approved annexation of 111 acres, with 43 more acres to follow by 2022 and the city is now authorized to provide services to the unincorporated 43 acres. The 43 acres which is where the residential portion of the development will be built, will be added in phases so that the county can meet state mandates for housing. The developer believes that they will start putting in water and sewer lines, as well as other necessary infrastructure after the rainy season ends in 2016. The property will be built up four feet using soil excavated for the Napa flood bypass and the Highway 12/Jameson Canyon widening projects. The Costco should start being constructed in 2017, hopefully, with a late 2017 opening. The housing should start being built in 2018.
Placer County/North Auburn, California
Remember months ago when Costco stepped away from the Placer County Government Center site in North Auburn? Well, they are back in discussions with Placer County about the same site. Costco and Placer County have entered into an agreement to negotiate for the site, but this agreement is not binding for either side apparently. While no money is tied up, Costco is prohibited from negotiating with any other landowner within a 5-mile radius of the county property but they could also bow out on short notice from negotiations. So, something or nothing, might come from it all.

One of the big things standing in the way of Costco finally building their new Hanford location are roadworks. But now it looks like plans for the roundabout at Highway 43 and East Lacey Boulevard are nearly complete and the Hanford city council recently approved an agreement with Caltrans for the transportation agency to contribute $425,000 to getting the roadworks carried out. The new roundabout will be wide enough to accommodate big trucks and the increased traffic from the new Costco. This new roundabout will also have bypass lanes (thankfully) that will allow certain traffic movements to avoid the roundabout completely. The new roundabout will require curving East Lacey Boulevard between Sierra Drive and Highway 43 to meet up with the relocated intersection and require rights of way from nine property owners along the north side of East Lacey Boulevard. The good news is that all of the plans for the new Costco have received approval and will begin construction as soon as the city receives right of way. If all goes smoothly, it is anticipated that the new Costco should be able to open in Spring 2016.
It looks like Orlando will be getting a new Costco location as part of the Gardens of Millenia development. The new 152,000 square foot store, complete with gas station, will be located on a 15.5 acre parcel of the overall 47 acre mixed use development. The new development plan includes 300,000 square feet of retail space, including two 1-acre out parcels and a 292-unit multifamily apartment complex. The new Gardens on Millenia will be located just east of The Mall at Millenia on Millenia Boulevard. I would think it is possible for this new Costco location to be open by late 2016.

Kansas City, Missouri
This is super exciting news for everyone in my family! If you live around it, you know that Metro North, off of Barry Road, has been like a ghost town for years and years now. Thankfully, there’s a developer that has plans for the old mall, and they’re hoping they include a new Costco store. The developers are seeking a TIF (tax increment financing plan for the $187.5 million project. The taxing jurisdictions and the developers have agreed to a TIF that calls for annual PILOTs (payments in lieu of taxes) equaling 20 percent of the diverted property tax revenue up to a maximum of $500,000 a year. This amounts to the taxing jurisdictions splitting over $10 million over the next 23 years, while also netting revenue from new personal property tax and replacement tax revenue that will not be diverted by TIF. The TIF will be voted on in a meeting of the TIF Commission board on November 10. The current plan calls for demolishing all but 221,175 square feet of the shuttered 896,874-square foot Metro North Mall and adding 912,500 square feet of new construction. They also hope to keep the existing Macy’s store; basically the only thing in the mall now. The new development will be called Metro North Crossing and will have 826,175 square feet of retail space, about 60,000 square feet of office space, 150 apartment units, a 100-room limited-service hotel on the 91.6 acre site. So not much about a Costco in this news article, but I’m keeping my fingers crossed.
Barrhaven/Ottawa, Ontario, Canada
It looks like Barrhaven will be getting a new Costco warehouse at the corner of Maravista and Strandherd. The new development, Fallowfield at Highway 416, will include other retail stores too, like Dollarama, Marshall’s, Value Village, Moore’s, as well as an LCBO outlet. There will also be restaurants, including a Tim Horton’s and a Montana’s. The plan is for the new Costco to open in Fall 2016.
